The Committee on the Judiciary moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. House Bill 5166—A Bill to amend and reenact §3-8-7 of the Code of West Virginia, 1931, as amended, relating to elections; requiring notice to be provided to any political committees not filing or filing an incomplete sworn itemized statement; allowing additional time for filing or compelling the statement prior to assessing any civil fines; and giving the Secretary of State authority if requested to grant additional time for compliance not to exceed an additional 14 days for good cause shown.
